Description of research work

Despite its commitment to developing a European approach in the fight against poverty and social exclusion, the EU struggles to actually provide effective governance and results in the matter. Moreover, social imbalances in the Eurozone and the priority given to monetary integration over political and social integration have further exacerbated the tensions already involved in European integration. On the whole, the euro crisis has highlighted the complex interdependencies of European economies and revealed, at the same time, the fragility of European solidarity. In face of this multi-faceted crisis, many advocate a European involvement in minimum income protection as a drive for European solidarity.

As a result, mounting questions face both the specific role that the EU should play in the governance of minimum income protection and the meaning of pan-European solidarity. My dissertation tries to weigh in this debate and proposes to explore the prospects, at the European level, for an alternative to traditional minimum income schemes which has recently attracted much curiosity in Europe and elsewhere: the universal basic income (UBI), which is an income granted to all members of a political community without means-test or work requirement. Therefore, the main objective of my contribution is to suggest that the EU should take the role of a complementary distributive welfare layer and that a modest European universal basic income (EUBI) might be capable to accommodate concerns for both domestic and pan-European solidarity.
